New ringmap

Try the latest version; there are 2 programs.

rings.exe is as before

ring2.exe plots on a map I swiped from NEIC.

I think you'll like it.

Be advised that this is not 100% accurate as I'm guessing at limits and projection. I suspect it isn't a Mercator, but at this size, it shouldn't matter.
