If the normalized score is positive, why is the normal distribution value negative?

I'm working on a new prediction list based on the archived predictions but it will take some time. It's a hand-editing job and I keep getting dragged off on shopping trips, Dr appts and what not.

I'm going to expand the format to include window size, to handle Amit's fractional day desires. A 3-day window might be June 25, 2013 12:00 +/- 1.5 days (or maybe 36 hours).
