You might start at this site for hazards in your area another thing to consider is the depth and soil type beneath you - for southern california area/la basin see this site: Usually what you are asking for is a job for a geologist - and even if one were to come to your house/building and tell you what to expect - some earthquake may just happen in such a fashion as to focus more energy (or less) right where your building is and the report is then no good. I guess you might find something to give you a better idea about hazards in your area and building style but I'm sure there will be lots of caveats.
