The article says no money for this can come from California general funds. It's not going to happen if it is not paid for. But still probably good to have the law and perhaps it is possible to have some industry-federal match. But will industry shell out if they are not required to? Some billionaire just as good deed for the year?

A Turkish scientist sent me some papers including his about a right-lateral earthquake in 1668 on the North Anatolian fault that ruptured 600 km and broke through a 10 km right-releasing stepover. There are papers written by scientists who work in California saying it is unlikely that a strike-slip earthquake can rupture past more than a 5 km stepover (a stepover is a mis-alignment of the fault, with distance measured perpendicular to the 2 parts).

But it still seems really unlikely to me that the San Andreas can rupture through its creeping segment.

This paper is by Cengiz Zabci, who I just met at a meeting and field trip in Turkey, and was published in English in the Turkish Journal of Earth Science, so possible that people working in California are unfamiliar with this. There is a better known paper from 1978 about this quake, but the new work include trenching rather than just historical accounts.

It may be unclear whether this was a single quake or more than 1 quake separated by hours/days/weeks/months.
