The reality here is that in general, people try to do what they are being paid to do so that they can continue to be employed.

If a special foundation is created that does what I have outlined then it would be paying its employees to do this specific type of work. So, it will get done. They will want to continue to be paid. And the foundation won’t depend on any idealistic attitudes.

This is not an imaginary type of foundation. I know of at least one organization that attempted to do this in the past. However, reports that I read indicated that they eventually concluded that they were not making enough progress. And they decided to shift their efforts and resources to working on a different type of humanitarian effort.

Once created, this foundation would be locked into a specific goal. And the people running it would not be able to make any direction changes.

I myself have several dozen of these humanitarian projects in various states of development. Earthquake forecasting is just one of them. Other past project have been extraordinarily successful. However, one person can do only so much. More people involved with such efforts could get a lot more accomplished. And the foundation would bring in as many people as necessary depending on its budget.

If our government officials had the sense to create such a foundation years ago and see that it got private funding – very easy to do with fundraisers etc. – then we might not have had such a deadly hurricane Katrina disaster in New Orleans or that oil spill disaster in the Gulf of Mexico or that tsunami related nuclear power plant meltdown in Japan or that hurricane Sandy subway crisis in New Your. We would probably also not be in this eternal global economic recession. I see that projections are that gasoline could be in the $4 to $6 per gallon range this coming Summer. What a classic example of absolutely atrocious and irresponsible planning and behavior by our government officials, Democratic, Republican, and Tea Party.

These are personal opinions.
