Why do quakes always seem to be downgraded?

My buddy in Vegas said today's quake was a pretty good jolt, regardless of the magnitude adjustment.

There are several "magnitude" scales. And yes, it always DOES seem that quakes tend to be downgraded more often and only rarely upgraded. Unfortunately, it can make a large difference in how the graphic appears on line! A five looks MUCH more impressive than a 4 plus on the screen. The leap from a 4.9 to a 5.0 is significant in terms of energy, but seems to be much more significant on a map! Sad that this seems to contribute to a sense by some folks that scientists are hiding something, but conspiracy folks don't like to be confused with facts.

And---a good jolt is a good jolt if you feel it!
