Says 03:25 AM right now whereas it's 08:25 PM where I am.

You need to set your time zone in your user settings.

Click on "User CP" in the lighter yellow banner at the top.
In the menu on the left find "Edit Options".

I should add, this only works while you are logged in.

If you are not logged in, the system shows the time zone I set for the board, and I chose UTC.

I just realized that this is probably what you were seeing.
