What time span are you using to compute the probabilities?

How complete is the catalog over the time spans you're using for the smaller quakes?

If it's missing quakes, that might explain the missing hits.

Pretty complete for 5+ in the US. I'm looking at the western US area

Don't think so. There are a LOT of 5s but way too many miss the targets. Something's going on but I don't know what.
